Alabama politicians did help patients with legitimate medical needs and getting them the most appropriate medical treatment, but in their bill recently passed it included a nine percent state tax on medical cannabis and authorizes county and municipal governments to levy a tax of up to 2.1 percent. Furthermore, it's not clear how those levies would work with the state’s existing tax on marijuana. A state legislator plans to review it, but further noted that revenue was not their major goal.    

The Arizona Supreme Court handed the state’s medical cannabis industry a significant legal win this week by ruling that extracts – including concentrates, edibles and other infused products – are legal.

Gary Smith, one of the attorneys involved in the case, noted that the formal legal cover for companies that are already engaged in the production and sale of extracts and infused products – including the roughly 130 dispensaries operating in the state – may potentially open a gateway to a future market.

That’s especially true if the state legalizes recreational cannabis next year, as some observers expect.

 

Marijuana Business Daily reported that the Arkansas first-week sales data included 4,787 transactions. Early Arkansas sales were greater than sales during a similar period in Ohio, which has almost four times the population.

There are just two dispensaries currently active in the Natural State, with more expected to be ready in the coming months: Doctor's Orders RX, the first to be approved, and Green Springs Medical Dispensary. Both are located in Hot Springs.

House Speaker Joe Aresimowicz says it’s complicated for lawmakers to work out the details of the legalization of adult use of marijuana before the session ends next Wednesday. He says that’s why legislative leaders will consider a joint decision with voters.

Aresimowicz denied that legislative leaders are dodging because they don’t have the votes. “It’s not the concept of legalization of marijuana. It’s how we get the system up and running? What preferences are put into place? Should there be the expungements? All those details are really what’s bogging us down right now.”

Delaware lawmakers reintroduce bill to legalize marijuana, and Attorney General Kathy Jennings, is supportive of the idea.

“People shouldn’t be punished for smoking marijuana in the privacy of their homes,” Jennings said in a statement. “While important questions around the specifics of implementation — including impaired driving — need to be answered, I generally support legalizing marijuana as the logical answer to an outdated policy that has caused more harm than good, particularly in communities of color.”

Under the legislation, adults over age 21 could buy and possess up to an ounce of marijuana, no more than 5 grams of which could be in a concentrated form such as that used in edibles and vape liquids. The legislation calls for initial authorization of 50 indoor and outdoor cultivation facilities of various sizes, 10 product manufacturing facilities, 15 retail stores and five testing facilities.

There are more than 100,000 active medical marijuana holders in the state but only 2,212 doctors qualified to prescribe medical marijuana, according to Florida's Office of Medical Marijuana Use. "Doctors in Florida are afraid to participate in the law because some of the patients think it’s not right," said Dr. Ahmed El-Haddad, a critical care doctor who's qualified to prescribe medical marijuana.

Dr. El-Haddad said he started prescribing medical marijuana for about a year and half and became passionate about researching cannabis. "I think there are a lot of doctors doing this that they really don’t know how to prescribe the medication properly," Dr. El-Haddad said. And that could be because the state’s requirements went from an eight-hour online course to a two-hour course in 2017. "I think the website for the state of the training needs to be more advanced to describe dosage and routes and specific medication for specific disease processes," said Dr. El-Haddad. The use of medical marijuana is also still illegal on the federal level. There is no standard medical school curriculum on it. "You have to do your own research and your investigation, what the right dosage, what the milligrams are," said Dr. El-Haddad.
